Cockatiel Parrot

I have a cockatiel that a rescued from a not so great situation. I would like to find him an appropriate home. I am asking a rehoming fee of $20 just to ensure he goes to a good home. I would like him to go to someone with experience with birds so that I know he is properly cared for. He is a good bird but can be nippy. He likes to have his head scratched and he loves to be talked to. He also likes sit sit on your shoulder. He is a good bird but he needs someone who will work with him consistently.
