Can you identify this vehicle?

For the past few months, this car has been passing past the home of my mother, who is 70, at all hours of the night. At times, it’s 11 p.m., other times, it’s 3 a.m. They come to an almost complete stop, roll their windows down and blast music.

It’s a silver Toyota RAV4 with rear damage near the bumper. Younger looking guy driving, sometimes has on a white baseball cap.

They are clearly targeting her house and I want to know why and what they are doing.

I’m offering a reward for anyone that can give me information on who this person is.

This is happening off exit 5 in Bristol, VA.
